Arthur "Paul" Massaro
Dr. Paul Massaro is among the world’s leading experts on sanctions and global law enforcement as well as Europe and Eurasia. He is a senior congressional staffer of over 12 years and now serves as House Staff Director of the U.S. Helsinki Commission. At the Commission, he has worked with bipartisan and bicameral members of Congress to pass multiple major laws, including the Rodchenkov Anti-Doping Act to define doping in international sport as fraud and criminalize it, the Rebuilding Economic Prosperity and Opportunity for Ukrainians Act to enable the confiscation of Russian sovereign assets, the Oligarch Assets for Ukrainian Victory Act to enable recovered illicit Russian oligarch assets to be sent to Ukraine, the Transnational Repression Accountability and Prevention Act to curb the abuse of INTERPOL, and the Foreign Extortion Prevention Act to criminalize the demand side of foreign bribery. The Foreign Extortion Prevention Act was hailed as the “most significant international criminal anti-corruption legislation in half a century” as it finally provided the authority to pursue foreign officials who demand a bribe of a U.S. company and was included as a priority in the Trump administration’s most recent guidance on enforcement of the Foreign Corrupt Practices Act. Dr. Massaro holds a PhD, a Master’s degree, and two bachelor’s degrees from the University of Maryland, College Park. He speaks fluent German.
